I am looking for someone help build/design an LED scrolling wireless news ticker. It is a home project, but I can pay something towards help from somebody.

Have a look at my open source project ANAVI Miracle Controller which has been design in KiCad for controlling addressable LED strips, specifically WS2812B. The source and schematics are available at GitHub. Probably you can relatively easily modify the default Arduino sketch to support addressable LED panels.
