Since joining I’ve been struggling with setting up correct shipping rates.
Would it be possible to make a ; separated list of countries that apply to a certain shipping rate instead of the other way around(selecting EU and then exclude)? Most shipping companies here specify a certain rate for a list of countries and divide EU countries up in multiple zones. This works the same for worldwide shipping.

Unfortunately it is not possible to setup custom shipping groups at this time.
It’s not the first time we have heard this requests though, so we are aware of the demand and will hopefully be able to to include this feature in a future update.
